On 26 June 1959, a conference of 23 European postal administrations in Montreux, Switzerland created the “Conférence européenne des administrations des postes et des télécommunications” (European Conference of Postal and Telecommunications Administrations, CEPT).

On 19 September 1959, the fourth issue featured a common design of a six-link endless chain designed by German artist Walter Brudi (1907–1987). Austria and Switzerland issued stamps, with the Austrian design being a building in the shape of a large letter “E” sitting on a map of Europe, and the Swiss design an interlocking keychain of four alternating circles and squares. Saarland was reintegrated with West Germany.
