
The common design was three cogwheels. The central cogwheel has the CEPT logo in the center and 22 teeth, one tooth for each 1967 members of CEPT. The designer was Oscar Bonnevalle (1920–1993) of Belgium. Two countries did not use the common design: San Marino (map of Europe); and Liechtenstein (a cogwheel has only 10 teeth). Most stamps were issued in late April and early May.
