The common design was a key with the CEPT logo as the handle, said to open the door to a United Europe. The designer was Hans Schwarzenbach (1911–1983) of Switzerland. Liechtenstein’s design is slightly different with the key bitting shaped as an E. Most stamps were issued in March and late April. Norway did not issue any stamps.
