The common design was a post horn made of three arrows, representing post, telegraph, and telephone, designed by Leif Frimann Anisdahl of Norway. Spanish post in Andorra issued one stamp depicting a flower allegory made of nine little men; Austria issued a design representing the PTT; France issued one stamp depicting the city hall of Brussels with the CEPT logo; and Spain issued one stamp depicting a Roman mosaic from Merida. Most stamps were issued on 30 April. 1973 was the last year Europa stamps were issued using a common design, replaced by a common theme in 1974 to eliminate the monotony of common design issues.
