The theme was postal history. The Faroe Islands and Gibraltar took part for the first time. Gibraltar is not a CEPT member but issued four stamps on the same topic as the Europa stamps but without the official logo. As they are British colony on European soil those issues were always tolerated. Norway did not issue stamps. Five countries (the Turkish Republic of Northern Cyprus, Gibraltar, Iceland, Ireland, and Liechtenstein) used the four CEPT letters instead of the official logo. Most stamps were issued in May.
