
Designed by William A. Roach (1888–?), and engraved by Axel W. Christensen (1897–1976), Charles A. Brooks (1905–1993), James T. Vail, and John S. Edmondson. Printed by the U.S. Bureau of Engraving & Printing in sheets of 100 stamps in the United States.
The first set was originally intended for use by the Allied Military government but transferred to the Free French in July 1944. These were put on sale in liberated areas as the Allied armies advanced and on officially issued in Paris on 9 October 1944. The second set was issued in 1945 for use after the invasion of Normandy (Manche and Calvados) but little used as the postage denominations corresponded to the low prices of 1944.
