Félix Éboué (1 January 1884 – 17 May 1944) was a French colonial administrator and Free French leader. He was the first black French man appointed to a high post in the French colonies, when appointed as Governor of Guadeloupe in 1936.
Thirteen French colonies each issued two stamps with a common design and colors, designed and engraved by Pierre Munier (1889–1962).
